Why it exists

The standard online PDF tool works in three steps: upload your files to a stranger's server, let it process them, download the results. That's two transfers of potentially sensitive documents, waiting time for both, and server bills someone has to monetize โ€” usually with "free = 2 files/day" walls. PDF Shelter deletes steps one and three: it ships the processing code (built on Mozilla's pdf.js and pdf-lib) to your browser and does the work locally. No upload lag, no quota, no document ever touching a server.

Main features

  • JPG to PDF / PDF to JPG โ€” build PDFs from images or extract pages as images.
  • Merge & split โ€” combine many PDFs into one, or split a document among several.
  • Delete pages โ€” remove any pages you don't need.
  • No limits โ€” as many large documents as your device can handle, at zero cost.
  • Fast & quota-friendly โ€” processing starts instantly since nothing transfers; great on metered connections.

Who it's for

  • Anyone handling contracts, IDs or medical documents who refuses to upload them to random converter sites.
  • People on slow or metered connections who don't want to shuffle big files back and forth.
  • Office workers tired of "free tier: 2 documents per hour" signup walls.

How it compares

  • iLovePDF / Smallpdf โ€” server-side processing with freemium limits; PDF Shelter is fully local and unlimited.
  • PixlPDF (in this library) โ€” also keeps tools local and adds OCR, redaction and e-signing; PDF Shelter stays minimal by design.
  • PdfDing (in this library) โ€” self-hosted PDF reading and management; PDF Shelter is the zero-install quick-fix toolbox.
  • pdftk / qpdf CLIs โ€” more powerful, but require installation and command-line comfort.

Notes

  • Client-side means your device does the work โ€” very large jobs are bounded by your browser's memory, not by someone's server.
  • No account, no tracking of documents; the site's privacy policy covers standard web analytics only.
  • Available in English, French, Portuguese and Spanish; tool set is growing ("more coming soon").
